Government Research Access & Appointment Policy

Purpose of This Policy

This policy governs how city, county, and state agencies may request appointments related to eviction‑procedure research, TREP, empirical datasets, modernization insights, or pilot‑program development. It ensures that all government engagements are handled with clarity, professionalism, and respect for the Chancellor’s time and the institution’s research mission.

Policy Overview

1. Government Appointments Are Professional Research Consultations

Appointments with government agencies are treated as professional research consultations, not interviews or general inquiries. These meetings involve procedural expertise, empirical analysis, and modernization guidance, and therefore fall under the institution’s research‑services framework.

2. Appointment Requests Must Be Submitted Through the Official Form

All city, county, and state agencies must use the Government Research Services Appointment Request Form to schedule a meeting. This ensures proper routing, preparation, and documentation.

3. Media Interviews Are Not Covered Under This Policy

Government communications offices, public‑information officers, or media teams seeking interviews must use the Media Interview Request Process, not the research appointment system.

4. Research Consultations May Involve Fees

Government appointments that involve:

  • procedural analysis

  • dataset review

  • modernization recommendations

  • pilot‑program planning

  • TREP evaluation

  • workflow or jurisdictional insights

…may be billed as professional research services, depending on the scope and depth of the request.

A fee schedule or proposal will be provided when applicable.

5. Briefings for Public Officials

Short informational briefings for elected officials or agency leadership may be provided at no cost when they serve a public‑interest or policy‑education purpose. Extended or technical briefings fall under research‑services billing.

6. Appointment Duration and Format

Government research appointments are typically:

  • 30–60 minutes

  • Virtual by default

  • Scheduled based on availability and project scope

In‑person meetings may be arranged when appropriate.

7. Pre‑Meeting Materials

Agencies may be asked to provide:

  • meeting objectives

  • relevant documents

  • policy questions

  • deadlines

  • background context

This ensures the consultation is productive and aligned with agency needs.
